John Pilkington
Director, John P Ltd
John has 40 years experience working with Government to deliver social infrastructure projects using private funding; he now provides strategic advice to a range of clients, particularly in relation to sustaining effective public private partnership relationships. He chaired the CBI’s Working Group on Procurement and PFI, for three years.

Trained as a structural engineer, John worked for twenty years with Ove Arup, the international consultants, leading commercial development teams in many countries around the world. In the early ‘90s, John moved to Tarmac, and then Carillion, where he was Development Director on a number of large PFI projects in the health, education, and defence sectors. Later, at Amey, John was Managing Director of the Investments business, and was involved in the early design of the Building Schools for the Future programme whilst on a secondment to the DFES. He then led the Strategic Development Unit at Amey, seeking opportunities in new sectors to support an aggressive growth programme for Amey’s new Spanish owners, Ferrovial.
John now has his own company, John P Ltd, providing strategic advice to both public and private sector clients. He is an Associate at the Centre for Public Services Partnerships at Birmingham University, and has two Non Executive Director roles, one with a listed building products company, and the other with a global Infrastructure Fund. John is also an Associate at Partnerships UK, where he is part of a team advising the CLG and HCA on ways to stimulate the housing sector, and in particular the creation of the Local Housing Company programme.
